PRADHAN MANTRI FASAL BEEMA YOJANA (PMFBY)

Insured farmer

Farmers who have taken land on rent for agriculture, are also eligible under PMFBY.

Unit of Insurance

For main crops, unit of insurance will be a Patwari Halka and for other crops, unit of insurance will be Tehsil and for natural calamities, unit of insurance will be the agricultural land localized.

Insured Amount

Sum  insured for crops will be on the sum of scale of finance of that crop per hectare.

Rates of Premium

Premium to farmers for Kharif season is 2% of the sum insured or actual rate whichever is lower and for Rabi season, 1.5% of the sum insured or actual rate whichever is lower.  For horticulture crops, one time premium @ 5% or actual rate, whichever is lower is applicable.  The balance premium amount payable to insurance company will be borne by Central and State government in the ratio of 50:50 percent.

Risk coverage

a)      Natural Fire & lightening

b)      Hailstorm, thunderstorm, Typhoon, tempest, hurricane, tornado etc.

c)      Floods and Landslide

d)     Drought, Dry spell

e)      Pests and diseases

In addition to above,  the following risks are also included for coverage of insurance

Prevented sowing and planting  risks -  If sowing is not possible due to less rains and adverse seasonal variations, Provision to pay  farmers in advance 25% of claim amount.

Post harvest Losses:  Cut and spread crops left out in open field after cutting coverage within 14 days of cutting due to weeding and loss due to turbulent winds and rains or unseasonal heavy rains.

Localised calamities -  Damage of crops due to localised Hailstorms, land sliding and severe adverse unseasonal calamities.

Procedure for assessment of crop loss

Under this scheme, in addition to crop cutting experiments, it is also proposed to take photos of fields of crop damage through Satellite Emergence and Mobile App.  with the help National Remote  Sensing Technology.

2    Sowing certificate issued by the competent officer, which is  issued by Patwari or Village Panchayat.

3    Proposal form duly filled with all details of Bank account.

Portal facility

A portal is prepared by government of India, which is to be filled in electronic form for every insured farmers.  It is also mandatory to upload the details of farmers document Information in the portal is to be completed within 15 days from the date of seasonibility to try expiry

Claim intimation

It is mandatory to inform in case of localised natural calamities by the farmer within 72 hours on toll free number (provided) to  the Insurance company.

In case toll free number is not available, a  provision to submit the information in writing to Agriculture department/PACS/DCCB/ District level officer is available.

In the above circumstances of natural calamities,  it is mandatory for the premium collecting Bank to certify within 72 hours to the Insurance company that farmer has taken the policy and premium is remitted to them.

 

For the implementation of Pradhan Mantri Fasal Beema Yojana, 51 Districts of the State are  divided into 5 cluster as under :
